BSUPD’s newest recruit begins specialized training

No badge identifies ��רע��Ʒ��’s newest police force member – only a tail in constant motion.

That tail belongs to Arby, a black Labrador Retriever who’s been partnered with Officer Joseph Locke. The eager canine is on a temporary campus assignment as he begins training to become a guide dog for the visually impaired.

This is the first time a police department has collaborated with Guiding Eyes for the Blind, a New York-based nonprofit organization that provides guide dogs to people with vision loss.

“I love being around dogs, and it’s been great to have the opportunity to participate in something that’s never been done before -- not just for myself, but for the (police) department,” Locke said.

Through the partnership with Guiding Eyes for the Blind, Locke participated in training to become a “raiser” for Arby.

Raisers are assigned puppies that live with them full-time for 12 to 15 months. During that time, the dogs learn socialization cues, house manners, and guidance to prepare them for the next phase of guide dog training.

“Our volunteers are literally the best human beings there are. They are willing to give and do whatever it takes to help meet all the needs of the pups so they can go out into the working world,” said Lisa Bumbalo, Guiding Eyes for the Blind regional puppy instructor.

BSUPD’s participation was sparked during a meeting last year between BSU Police Chief Glen Anderson, College of Humanities and Social Sciences interim dean Dr. Brian Payne and College of Graduate Studies interim dean Dr. Deniz Leuenberger, when Anderson wondered if someone from the department could take part.

“The thought of our department contributing to something that would ultimately change the life of someone who is blind or visually impaired was incredibly compelling,” Anderson said. “To be able to give such a meaningful gift felt like the opportunity to serve in a new and deeply fulfilling way.”

Leuenberger supported the idea, and Payne reached out to Bumbalo, who was thrilled with the concept.

“In some ways it is almost too good to be true,” she said. “BSUPD has been so enthusiastic, and Officer Locke is a great guy. He has approached this all with an open mind and has learned a lot in terms of what he needs to support Arby.”

According to Payne, who has worked as a puppy raiser through the organization since 2017, a college campus is an ideal setting for training a dog.

“The biggest thing you are teaching the puppy is how to adapt and behave in a human environment,” he said. “BSU is a microcosm of a large city. You have communal living spaces, public transportation, meeting rooms, the outdoors -- all at a smaller scale. It’s a great way to introduce a puppy to a very busy human world in smaller increments.”

Since arriving on campus in December, Arby has shared every moment with Locke, attending Guiding Eyes training sessions and venturing across campus – and beyond – as a team.

An important lesson as they live and work together, Locke said, “is getting him to ignore the distractions.”

“I’m helping teach him the foundations so he can go on to be as successful a guide dog as he can be,” he said.

When Arby is finished training with Locke, he will return to Guiding Eyes headquarters and training school in Yorktown Heights, New York for the final leg of his education. If he passes, he will be placed with someone experiencing vision loss.

Locke already knows saying goodbye to Arby will be difficult, but he realizes Arby’s purpose is to change someone’s life for the better. He plans to attend the graduation ceremony once his canine partner passes all his training.

“Knowing I am helping to provide a service animal that will be a life-changing addition to someone’s life, to give them freedom and mobility -- that is what makes this so exciting,” Locke said.

Going forward, Bumbalo said she would love to continue working with BSU, including recruiting more volunteers to serve as puppy raisers.

“It would be great if we could find more raisers at BSU,” she said. “It’s been really so neat working with these guys. They are wonderful people that have really embraced the program. I can’t wait to see what the future holds for Officer Locke and Arby.”

Professor studies effectiveness of Plymouth County comfort dogs

When a BSU student experiences a traumatic event, police officers often meet them with a four-legged companion. That pal is Mikey, a trained comfort dog whose presence creates a calming effect.

“Having Mikey there helps them feel a little bit better and tell us what happened,” said BSUPD Detective Capt. Robert McEvoy, who has been Mikey’s handler since the American black Labrador retriever arrived at BSU in 2022. “She’s there to assist.”

Mikey (along with fellow BSU canine Zach) is part of a team of comfort dogs that supports communities in Plymouth County through an initiative organized by the District Attorney’s Office. The dogs often work together when attending community events or responding to a major crisis affecting a school.

With funding from federal grants, Associate Professor Leslie Sattler of the School of Social Work is studying the effectiveness of the comfort dog program. Preliminary results from four school districts are positive: 85 percent of students said officer-comfort dog teams made them feel safe in school while 83 percent reported that the teams made them feel calm when stressed. Parents and school staff said the program motivated students to attend classes.

“People across the board really like having the officers paired with the dogs,” Dr. Sattler said, noting the program enhances communication and trust. “They feel like it humanizes the officers and helps build relationships.”

Sattler gravitated toward this project because of her longstanding interest in alternative therapies. She provided adventure and wilderness-based therapy and dedicated much of her career to working with adolescents involved in the juvenile justice system.

“For me, it’s all about how can we improve community policing so people see officers as a resource instead of someone to fear,” she said.

Some BSU students even met Mikey when they were in high school and rekindled that connection in college.

“We’re developing relationships with our students before they are even our students,” McEvoy said.

Earlier this fall, McEvoy presented at the New England Association of Chiefs of Police conference, where he spoke about the positive difference Mikey makes on campus.

“There’s no judgement from the dog,” he said. “It’s unconditional love.”

University names police station after David Tillinghast

Among his many accomplishments as police chief, David Tillinghast helped design BSU’s first modern police station.

Now that station will bear his name.

In a recent ceremony, the university named the station after Tillinghast, who served for more than 30 years before retiring in 2024. True to what many remember as his humble leadership style, Tillinghast was quick to pass the praise on to his former fellow officers and President Frederick W. Clark Jr.

“I am truly honored and grateful that he chose this way to mark my career at BSU,” Tillinghast said. “I accept this tribute on the part of a lot of partners and friends, both present and past.”

Despite becoming chief at just 29, Tillinghast led initiatives that put BSU ahead of its peers across the state and around the country. Those included developing a racially just policing policy and installing publicly accessible defibrillators and Narcan. He also enhanced the department’s technology, built effective mutual aid partnerships, and maintained a strong working relationship with his officers.

Clark praised Tillinghast as a trusted colleague who adeptly guided the university through a multitude of challenges from the COVID-19 pandemic to the occasional tragedy. He brought a “very quiet but very effective” leadership style, Clark recalled.

“He has made his mark on this university and region and he has kept this campus safe for more than 30 years,” Clark said.

BSU was ranked the third safest campus in the United States during his tenure, an honor that doesn’t surprise Plymouth County Sheriff Joeseph McDonald Jr.

“There is no better law enforcement agency anywhere in the country than the police department here at BSU,” McDonald said in praising Tillinghast’s leadership.

Current BSU Chief Glen Anderson added: “This dedication will stand as a remembrance of Chief Tillinghast’s legacy, a legacy of integrity, professionalism and compassion.”

Road named for deceased BSU police lieutenant

When BSU Deputy Police Chief Michael Froio puts on his duty belt before work, he secures an especially meaningful leather strap.

The strap, called a belt keeper, was once worn by his mentor, Lt. Raymond Wise. Wise passed away in 2004 and was recently remembered by Bridgewater State with the naming of a road in his honor.

“Every time I put on my duty belt and fasten that keeper, I’m reminded of his legacy and integrity – the kind of officer and man we all respected,” Froio said, adding: “Ray was without question a professional through and through. He gave 100 percent to this department, this community and the people he worked beside every day.”

Now, every officer will feel a connection to Wise when they drive on the newly named Lt. Raymond D. Wise Memorial Drive to access the police station. Dozens of police officers and firefighters from across Massachusetts came to the street dedication ceremony to honor Wise, who passed away from a medical emergency shortly after finishing a shift. His family members removed a black covering to unveil the new street sign.

The street naming is a “deeply meaningful tribute,” Froio said. “It honors not only Lt. Wise’s memory, but also the enduring impact he made on our department and our community and the many lives he touched.”

Wise worked at Bridgewater State for 13 years as a lieutenant, prosecutor, detective, shift sergeant, firearms instructor, and EMT. Before joining the campus police, he worked as a municipal police officer in Bridgewater, Whitman and Lakeville and a parking control officer in Bridgewater.

“His roots run deep in our community and his professionalism earned him the respect of his colleagues and citizens throughout this region,” said BSU President Frederick W. Clark Jr., ’83. “His legacy is a symbol of resilience, dedication, excellence and strength.”

Wise was a family man and a "cop’s cop" who understood that leadership was about connecting with people not giving orders. He respected the badge and held himself and his fellow officers to the highest standards, several people recalled.

BSU Police Chief Glen Anderson said of Wise: “His influence is woven into the fabric of how we serve, how we treat each other and how we carry ourselves as officers and people.”

Veteran officer Glen Anderson named chief of campus police

When newly named Police Chief Glen Anderson discusses his accomplishments, he is quick to pass the praise along to his staff.

“It takes a lot of support and a lot of people to believe in you and trust you,” said Anderson, who was recently sworn in following the retirement of longtime Chief David Tillinghast. “The community and department mean a lot to me.”

Anderson’s steady leadership has nevertheless already left its mark. He arrived at Bridgewater State in 1998 as a lieutenant and ascended through the ranks. Over the years, he contributed to numerous pioneering initiatives, including the launching of a police canine program and placing defibrillators and the opioid overdose reversal drug Narcan across campus. During his tenure, BSU was named the third safest campus in America.

Anderson previously worked in the limousine industry, where he frequently collaborated with law enforcement agencies while his company transported entertainers and heads of state. That experience sparked his interest in becoming a police officer.

Anderson served at Emanuel College and Massachusetts College of Art and Design before coming to Bridgewater, a university that stood out for its accomplishments in policing and other areas. Working at BSU, he said, is a special opportunity.

“It’s the sense of community,” Anderson said. “It’s really rewarding to see students come in as young adults and leave as mature adults. And to help them along on that journey is pretty rewarding.”

Anderson is proud of his department’s emphasis on community policing. While many agencies have a community policing officer, everyone at Bridgewater focuses on building positive relationships with the people they serve.

“It’s not one person,” he said. “It’s really a way of doing business for us.”

Anderson appreciates Tillinghast’s mentorship, as well as the support of President Frederick W. Clark Jr., ’83. They, along with deputy chiefs Michael Froio and Ryan Tepper, provided seamless leadership while he recovered from a double-lung transplant.

The president said he has no doubt that Anderson is the ideal successor to Tillinghast.

“Glen Anderson is one of the finest men I know,” Clark said, adding: “Under Glen’s leadership, BSUPD will continue to build upon the exceptionally strong foundation established by Chief Tillinghast in the areas of mental health, community policing, and in advancing social justice on this campus.”

Anderson looks forward to enhancing the many initiatives that make a tangible difference on campus. While a change in chiefs marks a new era, the team-first attitude that has helped the department succeed will remain a hallmark of Anderson’s leadership.

“I’m very, very honored,” he said of being sworn in as chief. “It means a lot to me. It really is in my view as much about our team as it is me.”

Internship with campus police K-9 unit paves the way for senior’s future

Summertime, and the campus may not be bustling as usual. However, there is still important work being done at ��רע��Ʒ��. Just ask Alysiana Cruz, ’24, who secured an internship with the Bridgewater State police department over the break.

It is the first time BSUPD offered a summer internship.

“I was having a hard time finding an internship until Diane Bell and Aboubacar Diakite helped,” Cruz said.

Bell, who serves as vice president of Outreach and Engagement and oversees the Rising Bears program, and Diakite, the BSUPD liaison in charge of the Building Bridges program, are both keen on helping students find the careers of their dreams.

Rising Bears was developed to help prepare students of color and/or first-generation students for the workforce, while Building Bridges was established to create a partnership with the BSUPD to help close the divide that sometime exists between police and members of the campus community.

"I wanted to intern with any police department, but more specifically one that had a K9 unit,” Cruz said.

It just so happens that the BSUPD has a K-9 unit but didn’t have a current opening.

During the school year, the department had previously hired two interns to work with its two K9s: Zach, a community resource dog and explosive-detection K-9, and Mikey, a facility dog that works with community members and first responders.

When approached by Bell and Diakite, the BSUPD welcomed the idea of adding a summer intern to work with the dogs.

“In terms of my career, I want to work with K-9s, so when I learned that this opportunity was available, I was excited,” Cruz said.

She applied, went through the interview process, and was hired.

“It’s been an educational experience. I learn something new every day. I’m gaining a lot of knowledge about the K9s and when I enter the academy I’ll bring that knowledge with me,” Cruz said.

Being able to intern in the summer months has also proven to be beneficial in other ways.

“It’s been helpful because during the school year, things can get hectic. Being able to have this opportunity during the summer months allows me to give more attention to the job, it helps me to better focus on my career path,” Cruz said.

As she gets ready to start her senior year this fall at BSU, Cruz said she feels better prepared for what’s next and is more confident in her decision to pursue a career in law enforcement with plans to take the state civil service exam next year.

“I’ve been able to learn about the protocols and procedures of the BSUPD and understand the roles that both Mikey and Zach play on campus, how they work and engage with the community,” she said. “It’s been a very positive experience and I definitely think this internship has helped me reach my goals, learn new things and I now have great references to get me where I want to go.”

Campus police establish cooperative efforts and internships with local departments

This past year a new program was put in place at ��רע��Ʒ�� that created paid internships for students with the Plymouth County Sheriff’s Office.

The program, BSUPD Building Bridges, was created by ��רע��Ʒ�� Police Department(BSUPD) Community Liaison Aboubacar Diakite.

“The whole purpose behind the program is to create a partnership with the BSU and local police departments to create connections,” he said.

Since arriving on campus over a year ago, Diakite’s mission as community liaison has been to build bridges to help close the divide that often exists between police and members of the campus community.

To launch BSUPD Building Bridges he reached out to criminal justice Assistant Professor Dr. Luzi Shi to see if she would be willing to collaborate and incorporate components of the program into her curriculum.

“I wanted to bring professionals in the field to the students,” Diakite said.

Shi agreed and members of the BSUPD and Plymouth County Sheriff departments visited Shi’s class to share what it’s like to work in law enforcement.

“It’s important to have these meetings for students to learn directly from the folks actually doing the work,” Diakite said.

He wanted to bring in community allies as well as members of the BSUPD to provide diverse examples of how law enforcement operates.

“Having a full-functioning law enforcement agency here on campus allows our students to learn directly from our officers,” Diakite said. “I also reached out to the Plymouth County Sheriff’s department because I felt it would provide an opportunity to expose our students to the corrections world.”

Through BSUPD Building Bridges, students also made an off-site visit and traveled to the Plymouth County Sheriff’s Department headquarters located in Plymouth.

“We were taken into a unit, a cell and were able to really see what it’s like to work in those environments,” Diakite said.

With a relationship now established, Diakite wanted to do more for the students and worked with the sheriff’s department to see if they could possibly create internship opportunities for BSU students, not just majoring in criminal justice, but in all fields.

The sheriff’s department was agreeable and together they were able to create eight paid internships for students studying not only criminal justice, but also in other disciplines including social work and communications.

“There are a lot of transferable skills involved in law enforcement, you don’t have to study criminal justice to be in the field,” Diakite said.

More than 20 students applied for the internships and went through the interview process. Those selected participated during the spring semester and at the conclusion of the internship presented what they learned to members of the sheriff’s department.

Things went so well that two students plan on pursuing careers as correction officers, Diakite said.

“It’s great being able to create a pathway to put students in a position to succeed. The program not only bridged the gap between police and the BSU community but created pathways for students to succeed and that’s what it’s all about,” he said.

BSUPD helps former intern land job

Last fall, Loyalty Cannon, ’23, walked into the East Campus Commons on the way to pick up her textbooks for the semester when she noticed that members of the ��רע��Ʒ�� Police Department (BSUPD) were hosting a “Popcorn with Police” event. Cannon didn’t think much of it until BSU community liaison Aboubacar Diakite offered her a free bag of popcorn.

She didn’t know it then, but Cannon was about to gain more than just a mid-day snack. The small gesture ultimately led her to an internship and eventual career.

Cannon listened as Diakite explained that his role as liaison on campus was to help bridge the gap between the BSU community and BSUPD. A few weeks later, she ran into him again at the Martin Richard Institute for Social Justice sponsored Bears Fighting Hunger event.

“I asked how she was doing and offered her my card and told her my door was always open,” Diakite said.

This time Cannon, a criminal justice major, took him up on his offer and shared with him her struggles in finding an internship.

“I had applied for many internships, but nothing was working out. I needed an internship to graduate with my degree in criminal justice and was feeling a bit overwhelmed,” she said.

Diakite listened and asked her to bring in her resume and to write up a cover letter. Together they made appropriate edits and sent them off to prospective employers, including the Suffolk District Attorney’s office.

Soon, Cannon heard back and was invited to interview for an internship.

In short order, she was relieved to be offered a dual internship, working in both the human resources department and the victim women’s advocate program.

“I gained a lot from the internship. I learned a new skill set. I had never worked in administration before and found I liked it,” she said.

Cannon also shadowed attorneys in the program and learned how to better help victims by collecting pertinent information in a clear and concise manner to assist victims with their cases.

“My supervisors were so knowledgeable. I got real-world experience, watched trials, and was able to see firsthand how things work behind the scenes,” Cannon said.

With a month left in her internship, Cannon was approached by her supervisor with a job offer. After weighing her options, she applied for and was offered the position of internship coordinator in the human resource department.

“I’m really excited. A lot of college students don’t get a job offer right after they graduate. I’m very grateful and excited for this opportunity right after college,” she said.

Cannon is also grateful that Diakite offered her that free bag of popcorn, without making that connection, she wouldn’t be on her current path.

“I’m so appreciative that he helped me get this internship and after I started the internship, he didn’t throw me to the wind, he checked in and asked how it was going and what I was learning. He has been a great mentor from the first time I met him,” she said. “He’s such a great person to have a Bridgewater State, he’s very resourceful, caring, and genuine in everything he does, not only for me, but for many students at BSU.”

Internship paves way for future career in law enforcement

It didn’t take long for Sarah Carlozzi, ’24, to feel confident she’d made the right decision transferring to ��רע��Ʒ��.

“At my other school I tried my best to get my foot in the door, but nothing ever really happened. No one reached out,” she said. “But here I feel so welcomed. I didn’t expect that, to feel like I’m at home.”

One thing that has struck the criminal justice major is all BSU offers.

“There are a lot more opportunities here than people realize,” she said.

One of those opportunities is her internship with the ��רע��Ʒ�� police department (BSUPD).

“I wanted to intern with the BSUPD because I want to pursue a career in law enforcement.” Sarah said. “I love connecting with the community and I wanted to become familiar with the field.”

Under the guidance of BSUPD Captain Ryan Tepper, the aspiring police officer is getting hands-on experience, learning what it takes to work in law enforcement.

“Captain Tepper has set specific goals for this internship, which is to get me comfortable working in this profession, to get me ready for the police academy,” Sarah said. “He’s teaching me everything I need to know to become a successful police officer.’

Sarah’s main role is working community relations for Tepper and Zach, the department’s K-9.

Zach is a dual-purpose K-9 trained not only to sniff out explosive material, but also serves as a community resource dog.

Among other things, Sarah manages Zach’s social media pages, creates videos, and oversees his social calendar.

“We’re meeting so many different people on campus,” she said.

The goal is to create as many opportunities as possible for campus members to meet Zach and Tepper, so they can foster better relationships with the BSU community.

“People often see police officers as some sort of government group that’s against them, but police are really there to help, to give a helping hand,” Sarah said. “(Police) are people too…just like the professors at BSU, police are here to do a job and support all the students on campus.”

After working with Tepper and Zach, Sarah plans to pursue a career as a K-9 handler herself, specifically to identify illegal drugs and substances.

“My uncle died from a heroin overdose, so I’m inspired to work with K-9s that can help take drugs out of communities. I want to work and try to fix the drug problem we have,” she said.

For now, Sarah will continue to learn all she can through her internship and help spread awareness about the BSUPD.

“I really want to humanize the badge, to make sure people are aware that the police department is on campus and it’s okay to ask them for advice,” she said. “Don’t hesitate to reach out. They are amazing people. I didn’t know what to expect going into my internship, but I really like it and feel as though I’m part of a family.”
